Definition
The Russell Small Cap Completeness Growth Index measures the performance of the Russell 3000® Index companies excluding S&P 500 constituents. It includes those Russell Small Cap Completeness Index companies with higher price-to-book ratios and higher forecast growth values.

The Russell Small Cap Completeness Growth Index is constructed to provide a comprehensive and unbiased barometer for the extended broad growth market beyond the S&P. The Index is completely reconstituted annually to ensure new and growing equities are included and that the represented companies continue to reflect growth characteristics.
